How to get "alternate" symbols out of an American computer keyboard?
If I wanted to post a "British Pound" sign instead of an "American Dollar" sign, or insert "double dots" over the o's like Germans do, or accents over vowels like Spanish or French speakers do, is their a way that a standard American keyboard can do so, via a series of [SHIFT],[ALT], or [CTRL] keystrokes?
Or am I basically limited to U.S. conventions here in the States?

You mean ä ö and stuff.
Well, because I'm Finnish we have a&ö as separate keys, but at least in my keyboard, I can also get them by first pressing the button with the double dots (placed near Enter-key) and then pressing a or o.

To get a British £ symbol:
METHOD ONE
----------
1) press your "Num Lock" key (if the "Num Lock" light isn't already illuminated)
2) Hold down the "Alt" key
3) On the numeric keypad (the square of numeric keys at the right of your keyboard), type 1 then 5 then 6, while keeping the "Alt" key depressed.
4) Release the "Alt" key.
METHOD TWO
----------
Move to a country that uses sensible keyboards
Other symbols, such as Ö, have their own numeric codes (for example, 0214 for Ö ) that you can use with method one. But the list of codes is rather lengthy and I'm not going to put them all here!

Very interesting keyboard, that one... As mine is a German keyboard, it has the Umlaute, and the € sign - but not that key with the double dots.
Oh, and these are the ascii code for a number of Scandinavian signs - use them just like David described it:
ø = alt + 0248
Ø = alt + 0216
æ = alt + 0230
Æ = alt + 0198
å = alt + 0229
Å = alt + 0197
Whenever I get around to looking up the German ones, I'll post them.

but how about refraining from remarks about the sensiblity
of ones country when reffering to hardware?

My computer has £ and $ ...surely much more sensible than only having one of them?
