Will Gillan sound better/worse on the new album?
Is his voice still declining?
How much has it declined since now what in 2013?
In my opinion, There was an obvious decline from rapture to now what even with Bob Ezrin squeezing every bit out of Gillan.
I will add I love the last two albums and I continue to be a huge Gillan fan I'm not a hater.

He's 75! Of course his voice is declining. But IMO he still sounds good on record. Not awesome but tell me who is at 75?

What a stupid topic, I'm sorry.
We just don't know, although he sounded great on Throw My Bones. Let's see how he'll sound like on Man Alive that we're going to hear tomorrow.
Of course Gillan's voice is declining and you're right, the biggest decline was around 2008/2009 when he lost a lot of weight. Before that, he was still on top of his abilities. The years between 2000/2001 and 2007/2008 were his best after the 70ies with 2002 as their peak.
Since then, his voice has remained in a decent shape with better and worse years. Nevertheless I can't help recognizing that since early 2018 his voice is somehow thinner and he seems to be shorter of breath than before.
We have to remember that it's a studio album which means that there are lots of opportunities to make Gillan sound good. But for me personally, he sounds best when his voice is not double tracked or overloaded with effects (which is my problem with inFinite). That's why I liked Throw My Bones.

He was still singing very strongly on the ROTD album. But unquestionably (and understandably) he's dropped off a fair bit since then. I think the key difference you notice is that he sounds thinner and more nasal when he's singing in the higher register. Bob Ezrin has got some pretty good performances out of him in the studio though and I think the vocals in Throw My Bones are excellent.

Saying there was decline on IG´s vocals in comparison between ROTD and NW?! is absolute bollocks! Part of Bradford´s crime was, that he completely butchered beauty of IG´s voice. As much as I like ROTD musically, it just sounds terrible and what Bradford did with IG´s singing at that album was simply horrid. He didnt let his beautiful tone of voice SHINE.... Ezrin did. ROTD has by far the worst sounding IG vocals on Purple album ever.

That's not the point, the vocals on ROTD do sound horrible and Ezrin got brilliant performances out of Gillan, I think everyone will agree on that.
Nevertheless there was a decline between 2005 and 2013 which is more obvious when you compare live concerts. When IG lost a lot of weight in 2008 and 2009, he also lost his high mids or let's say the power to control them. He still sounds very good, but that part of the range is not there anymore. Just compare a live version of e.g. Wrong Man from 2005 with 2009 and you'll see what I mean.

What you describe is just a part of issue on Rapture. The issue is, Bradford didnt react to strong / weak characteristics of IG´s voice at that time (I still dont get how he could leave that horrific awfuly distorted Girls Like That scream on record….), Ezrin captured it immediately. IG is singing within his limits and also- he gave him "space" among other instruments and somewhat fresh air (in mix) - in terms of sound separation - vocal / guitar / keys. From both Bradford albums, we never had anything even remotely close to All The Time In The World or Surprising. I dont know if it´s true, but I also read somewhere that before NW?! sessions, IG visited vocal coach recommended by Ezrin to him. I agree with you, there was a decline between let´s say 2005 and 2009, but he picked up quite obviously after 2011. When I heard IG in Dresden 2011 and in Munich 2012 after year long gap, there was massive improvement! And he keeps that standard pretty much stable since then.

How old is Paul Rodgers and do Bad Co, FREE fans also have discussions for 40 years about his voice this way?
