 This is quite an interesting question, actually...one that can - and maybe should - be approached from various angles...of the first block of albums (I - III) I think I'd have to agree that "Rising" is probably the most overrated of the Dio era studio works... of course, except for the kinda 'throwaway' tracks "Starstruck" + "Do You Close Your Eyes?", the rest of the album is classic...it's the lack of more tracks that can be the only 100% legitimate criticism I can level at it, thus making it fall less than 100% of perfect, thus my agreeing that of the three it's probably the most overrated.
 Years ago I would've likely picked "Down To Earth" as the most overrated Rainbow album, but now, after time + distance, I feel it's solidly where it belongs - AMONG Rainbow's very best; it's just not "The Very Best".
 As for the last four albums in the Rainbow studio catalogue, I never personally rated the three with JLT all that highly to begin with, so I couldn't possibly overrate them. emoticon I do think that other Rainbow fans tend to highly overrate the lesser two of the three - "Straight Between The Eyes" + "Bent Out Of Shape" - but that's just my non-humble opinion...
 Ah, now for the last (up 'til this time, anyway) Rainbow studio album, "Stranger In Us All"...overall, this one may be the most overrated of all - at least by me. It could've been that I was so damn glad that Blackmore chose not to re-travel a wee-worn path with JLT as vocalist, I would've thought ANY Rainbow release at that point would've been fantastic. But, it just lacks that "spark", and (not for the first time) it's seemingly filled with Blackmore re-hashes...it just made the whole thing seem almost like a big yawn. The best thing was the discovery of another fine rock vocalist, though - Doogie White. One of the "non-yawnworthy" factors on the album.
 I guess it comes down to a "4 Way Face Off" between "Rising";"Straight Between The Eyes";"Bent Out Of Shape" or "Stranger In Us All"...to be fair, it's really down to "Rising" vs. "Stranger In Us All" (see how quick I eliminated two contenders? emoticon )...so now it looks like I'll have to test some of that new loco weed that's been found growing behind the barn and give both a re-listen and post the results later emoticon

It's easier to answer the question about the most underrated album than the most overrated one.

In fact overrated oftently means : album revered by a large amount of fans, by press, by musicians, by rock world in general...

Rainbow catalogue contains only one such record : Rising. So you can see Rising as the most overrated Rainbow album.

None of their other albums has reached such a popularity in rock world, neither the Dio's ones nor JLT's ones !!

Overrated does not mean the best. That's why I only see Rising to be named.
It would be different for DP : IR, MH, MIJ at least have gained a status which allow them to be overrated (by exemple MH is overrated compared to In Rock)

Now if we're talking about the best album, then it's different, each one of us has his favourite one, by exemple I see Rising as the best Rainbow release
