Big difference I think. We had a guy with an unbelievable voice a few years ago but as a singer he was lazy and disinterested. You have to use your voice and talents to be a great singer, if you don't then you can't claim to be a good singer.

Or else you can have a great voice and still sing stuff really bad. Prime example... Glenn Hughes. Great voice but has a tendency to go completely over the top to the extent that it grates!

Voice: the intrinsic tonal quality that gives a vocalist their unique sound.

Voice: the intrinsic tonal quality that they're gifted with having, and gives a vocalist their unique sound. David Bowie, Brian Ferry, Kate Bush, Rod Stewart, Elton John. You'd recognise these vocalists even if they weren't pre-introduced to sing something you'd never heard before.
 
Sing: The way the voice is used or trained - vocal range, pitch, in tune etc. Think Gillan, Byron, Mercury for vocal range, Paul Rodgers (probably the best rock precision singer ever) Janis Joplin, any trained classical singer.

The singers with the best voices are not necessarily the best singers and vica versa. Candice Night is a good example. Her voice is a lot better than her singing ability. If it was only as good as her singing she wouldn't be fronting BB - trust me!
