Big difference I think. We had a guy with an unbelievable voice a few years ago but as a singer he was lazy and disinterested. You have to use your voice and talents to be a great singer, if you don't then you can't claim to be a good singer.
Or else you can have a great voice and still sing stuff really bad. Prime example... Glenn Hughes. Great voice but has a tendency to go completely over the top to the extent that it grates!

The singers with the best voices are not necessarily the best singers and vica versa. Candice Night is a good example. Her voice is a lot better than her singing ability. If it was only as good as her singing she wouldn't be fronting BB - trust me!
